The project team has reviewed the requirements and identified some concerns.

When concerns are identified from requirements, they should be treated as risks until they occur. Before deciding how to handle each one, the project manager needs to assess them—typically starting with qualitative risk analysis (probability and impact) to determine priority. Working with the team to assess severity (A) is the correct next step because it enables focus on the most significant risks first and avoids wasting effort on low-priority items. Developing mitigation strategies for each risk (D) comes after prioritization; response planning should be proportional to risk exposure. A Monte Carlo simulation (C) is a quantitative technique used for schedule/cost uncertainty and is not the default “next step” for every set of concerns—especially without first performing qualitative assessment. Updating the communications management plan (B) does not address how to handle requirement-related risks. By assessing severity first, the project manager can provide the sponsor with a credible plan: top risks, owners, proposed responses, and when those responses will be developed and implemented.
