Who typically has access to extract ID files from the ID Vault?

Access to the ID Vault is strictly controlled to ensure the security of user credentials. By default, only the user (via automated synchronization/recovery) and designated Vault Administrators (who have been granted explicit rights in the Vault document) can extract or manage ID files. This prevents unauthorized users from obtaining the private keys of others stored within the vault.
