AWS Cost Explorer and AWS Budgets are used onlyafter workloads are already running on AWSto analyze and manage existing AWS costs. AWS Trusted Advisor provides best-practice recommendations related to cost optimization, security, fault tolerance, and performance, but it does not perform cost comparisons with on-premises environments.
