Cisco ACI uses MP-BGP within the fabric to distribute external routes learned by border leaf switches to the other leaf switches. During the initial fabric configuration, the spine switches must be designated as BGP route reflectors. Border leaves advertise externally learned routes to the spine route reflectors, which reflect those routes to the remaining leaf switches, including Leaf1. If the route-reflector configuration is absent, the EIGRP routes can remain visible only on the border leaf, matching the reported symptom. The L3Out already handles the connection to the external EIGRP domain, so manually configuring a separate redistribution operation is not the missing initial-fabric action. Border leaf switches are route-reflector clients, not normally the fabric route reflectors. Changing an IS-IS metric affects underlay forwarding and does not distribute external MP-BGP routes between leaf switches.
