Secure Firewall Management Center evaluates access control entries sequentially from the lowest sequence number to the highest and stops processing after the first match. Because host 10.236.131.1 is contained within network 10.236.131.0/24, the specific host exception must appear before the broader subnet block. Sequence 1 must therefore allow 10.236.131.1, and sequence 2 must block 10.236.131.0/24. If the subnet block were placed first, traffic to 10.236.131.1 would match that entry and never reach the subsequent host allow entry. Cisco recommends placing more specific entries above general entries for exactly this reason. In an access list object, Allow identifies traffic to which the associated service applies, while Block excludes it from that service; it does not necessarily mean the firewall drops the packet.
