There is no evidence that hardware was stolen, so escalation for theft is premature.

Creating a new partition could alter the existing disk layout and does not locate the missing F: volume.

Installing a new hard drive is unnecessary before determining what happened to the existing volume.

CompTIA objective 5.2 includes “missing drives in OS” as a drive-troubleshooting symptom. Microsoft identifies Disk Management as the Windows utility for viewing volumes and assigning or changing drive letters.
